Oregon and SWWA contracts have largely been 8(f) agreements, which means our members are left to the whim of the employers on whether or not that employer chooses to be signatory. 8(f) allows contractors to “opt out” of a Union agreement any time we begin bargaining.
By getting Union members filling out bargaining cards, we can achieve 9(a) status on our contracts. This means our Carpenters choose to be union, and removes the ability for employers to opt out. 9(a) status also gives more power to the Union during bargaining.
Most agreements throughout the Council are already 9(a), as is the Oregon & SWWA Wall and Ceiling agreement. It is time to reach parity with the AGC and GCCA contracts in Oregon when it comes to representational rights.
